| Born in Paris in 1950, after having studied at the Faculty of Literature and Science in Nice, he entered the National School of Administration.
In 1990 he was elected advisor of the Cooperation and Development Ministry, and later, Financial advisor for Eastern Africa at the department of treasury.
In 1996 he became general director of the Caisse Francaise de Developpement.
In 2002 he became general director of the Agence Francaise Developpement.|
