La pace cambia la storia: storie di sangue evitato

Signor Presidente della Repubblica,
Monsignore,
Signore e Signori,
 
Saluto cordialmente tutti i presenti a questa Tavola Rotonda organizzata dalla Comunità di Sant’Egidio, in questa sua Roma dove iniziô la proficua attività comunitaria già nel 1968 (ben 45 anni fa), sul tema pertinente e stimolante a lei caro “La pace cambia la storia: storie di sangue evitato”. Mi congratulo particolarmente con i distinti costruttori di pace che sono attorno a me su questo podio: onorevoli personalità che mi farò premura di introdurre personalmente prima di dar loro la parola.
 
Permettetemi innanzitutto di presentarmi. Sono Cornelio Sommaruga, titolare di un dottorato in giurisprudenza dell’Università di Zurigo, già diplomatico svizzero, di lingua italiana, avendo avuto responsabilità come ambasciatore e segretario di stato svizzero per il commercio estero e tredici anni di diplomazia umanitaria quale presidente del Comitato internazionale della Croce Rossa (CICR) a Ginevra, ciò che mi ha portato in tutti i Paesi rappresentati a questa Tavola rotonda. Per gli ultimi tredici anni sono stato attivo in diverse fondazioni con obiettivi umanitari e di riconciliazione personale, delle quali sono ora presidente onorario. 
 
Sono lieto di moderare questa tavola rotonda, convinto che noi presenti siamo tutti donne e uomini di pace, pur chiedendomi e chiedendovi di quale pace parliamo, in altri termini cosa intediamo per PACE. Credo importante all’inizio del nostro dibattito di tentare una definizione di quanto racchiude questo sostantivo PACE, in modo che si cambi veramente la storia, per evitare altro spargimento di sangue. 
 
 
Lo farò con il risultato del lavoro intenso fatto per anni dal Movimento internazionale della Croce Rossa e della Mezzaluna Rossa in proposito. La pace infatti “non può essere intesa come una semplice assenza di guerra; è piuttosto un processo dinamico di collaborazione tra tutti gli Stati ed i popoli, una collaborazione fondata sulla libertà, sull’indipendenza, sulla sovranità nazionale e l’uguaglianza e sui diritti umani, ma soprattutto su una giusta ripartizione delle risorse per soddisfare le necessità dei popoli”.

Mr President, Reverend Bishop, Ladies and Gentlemen, 
My queston to the distinguished panelists would therefore be to ask them if they agree to the very comprehensive definition of Peace from the Red Cross and Red Crescent Movement ? This definition relates indeed largely to the objectives of this Round table, that is to identify concrete and politically possible solutions to the unprecedented challenges of the global and multi-polar world. The contacts promoted among high-level personalities of cultural and religious life from different continents, faith, language and culture should suggest solutions towards a sustained Peace in order to avoid future conflicts.
 
Because politics is not keeping pace with the course of events and furthermore because of the increasing division of mankind between rich and poor, into the prosperous and the disadvantaged, between countries and inside individual nations, there is an urgent need – I believe - to call on the Globalization of Responsibilities. Not only States are called to invest much more for preventing armed conflicts,  but also civil society is concerned with the task to work for Human security. I mean that victims of war and terrorism can largely be avoided if greater attention is given to the protection of human dignity by addressing with determination the present world challenges, as the diffuse poverty of one third of humanity, the constant deterioration of the environment, and the persistent legal and illegal arms transfer. This is a major problem not only of security, but much more a question related to development and human rights.

Monsieur le President de la République, Monseigneur, Mesdames et Messieurs,
Il est indéniable que le mot Paix est parfois utilisé avec légèreté, même si cela fait suite à de complexes négociations. Le fondateur du Réarmement moral, dont je suis maintenant président honoraire avec le nouveau nom d’Initiatives et Changement (depuis plus que dix ans !), le Pasteur Frank Buchman avait dit « la paix ce ne sont pas des paroles ou des textes dans un traité, ce sont des hommes et des femmes qui deviennent différents ». Ceci rejoint ce que bien plutôt Norman Angel du Royaume Uni, qui fut Prix Nobel pour la Paix en 1933, disait dans son discours à Oslo « Les obstacles à la paix sont dans les esprits et dans les cœurs des êtres humains. Nous serons sauvés seulement par la rectitude intellectuelle. Il n’y a d’autre refuge que dans la vérité et dans l’intelligence humaine. »  Et cette intelligence humaine doit absolument nous amener à comprendre que il ne pouvait être l’intention de l’Omnipotent Créateur que les plus nobles habilités créatives des hommes soient celles de se mettre en contradiction les uns avec les autres. Le libre arbitre du quel nous disposons ne peut ni doit être utilisé pour nous autodétruire. C’est pourquoi je pense qu’il y a une guerre qui doit être combattue, peut être la plus difficile : la guerre contre soi même, qui doit nous amener à nous désarmer du désir d’être toujours dans le droit, de justifier soi même et disqualifier les autres. Et c’est là où il faut mentionner l’importance de la prière, pour que l’inspiration du Saint-Esprit nous fasse comprendre quels sont les domaines ou chacun d’entre nous puisse agir positivement pur la paix.
 
Le Pape François nous l’a dit le 1er septembre. « la culture de la rencontre, la culture du dialogue : c’est l’unique voie pour la paix ». Et j’ajouterais
qu’il ne peut y avoir de paix sans justice et sans pardon. Mais pardon ne signifie pas oubli ! 
 
Pour ce qui est d’ »histoire de sang évité », la condition reste dans la consolidation d’une paix véritable à laquelle il faut travailler tous les jours. C’est pourquoi je ne peux m’empêcher de vous dire, en me référant par exemple au conflit yougoslave d’il y a vingt ans, que l’Accord de Dayton a créé une une paix horrible pour en finir avec une guerre horrible!
